What is Talent status?
The residence permit “Passeport Talent”, simply renamed “Talent” since 2025, is designed to attract qualified foreign professionals. It facilitates entry, settlement, and work in France for:
- international employees and executives,
- researchers and scientists,
- entrepreneurs and investors,
- artists and specific talents.
Since the 2025 reforms, the regulatory framework has been strengthened: the decree of June 13, 2025 and the order of August 21, 2025 introduce adjustments to:
- remuneration conditions,
- renewal criteria,
- the mentions and categories of multi-year cards.

“Talent” residence permits: changes since 2025
Recent publications of Decree n° 2025-539 of June 13, 2025 and an Order of August 21, 2025 bring important modifications to the “Talent – Skilled Employee” and “Talent – European Blue Card” residence permits, as well as to the “Job Search – Business Creation” and “Entrepreneur – Liberal Profession” statuses.
Major changes
- Renaming and simplification: removal of the term “Passeport Talent”, replaced by “Talent”. Merger of several old titles:
- “Talent – Salarié Qualifié” replaces “Salarié qualifié”, “Jeune entreprise innovante” and “Salarié en mission”.
- “Talent – Porteur de projet” merges “Création d’entreprise”, “Projet économique innovant » and « Investissement économique"
- Creation of “Talent – Profession médicale et de la pharmacie".
- Processing times:
- 90 days for “Talent - Carte Bleue européenne” and “Talent – Famille”.
- Provisional authorization of 6 months for holders of a European Blue Card in mobility.
- 30 days for holders of a European Blue Card from another EU country (extendable by 30 days if necessary).
- Specific conditions for certain statuses:
- “Job Search – Business Creation”: French diploma obtained in the last 12 months.
- “Entrepreneur – Liberal Profession”: obligation to justify the economic viability of the activity.
