The VISALE guarantee: changes in 2026

The VISALE guarantee is a free scheme set up by Action Logement to facilitate access to housing for tenants. Under this scheme, Action Logement acts as guarantor free of charge and covers, under certain conditions, unpaid rent as well as any damage to the property: a secure solution for both tenants and landlords!

However, access to this scheme is subject to several eligibility criteria. Furthermore, since January 6, 2025, certain terms and conditions of the VISALE guarantee have changed. Here are the main points to remember:

Coverage period

The warranty is granted for a maximum period of 3 years and covers:

  • 36 rentals in the private sector
  • 9 rents in the social housing stock

At the end of this period, the tenant can submit a new application, provided that they still meet the eligibility criteria.

Rent ceilings by zone

The coverage limits are as follows:

Employees (including seasonal workers)

  • Zone 1 – Île-de-France: €1,940
  • Zone 2 – Large urban areas, Corsica, French overseas departments and regions (DROM), Saint-Martin: €1,575
  • Zone 3 – Other municipalities: €1,365

Students

  • Zone 1: €1,000
  • Zone 2: €840
  • Zone 3: €680

Eligibility requirements

The income ceiling for confirmed employees is now €1,710 net per month.

Employees on permanent contracts with a probationary period or undergoing professional reassignment remain eligible without income requirements, provided they supply a certificate stating their situation.

Handling of damages

Damage noted during the move-out inspection can be covered up to 2 months' rent, in addition to the security deposit, under certain conditions.

Logic of evolution

These adjustments are based in particular on two observations:

  • Most unpaid rent occurs during the first year of the lease.
  • The average length of occupancy for a dwelling is less than three years.

While these changes may raise questions among some landlords, the scheme remains a secure and attractive tool, particularly for mobile employees.
